The purpose of the provisions of this law relating to restricting gifts to health care practitioners is to improve the quality of prescribing and medical decisionmaking and to reduce the incidence of complications from inappropriately prescribed medications by restricting inappropriate marketing to physicians and other medical practitioners. The purpose of the provisions of this law relating to reporting of marketing activities is to assist the state in its role as a purchaser of prescription drugs and an administrator of prescription drug programs, enabling the state to determine the scope of prescription drug advertising and marketing costs and their effect on the cost, utilization and delivery of health care services, and furthering the role of the state as guardian of the public interest.
