The three Hawaii House bills relating to prescription drugs and drug companies are HB 30, 31, and 32:
- HB 30, Title: Prescription Drugs; Federal Supply Schedule: Description: Authorizes the director of human services to use the federal supply schedule for the negotiation and purchase of brand name prescription drugs in connection with prescription drug programs administered by the State. - HB 31, Title: Prescription Drug Prices; Disclosure, Description: Requires quarterly reports from manufacturers of prescription drugs dispensed in the State. The quarterly reports shall disclose the: average wholesale price; wholesale acquisition cost; average manufacturer price; and the best price. - HB 32, Title: Prescription Drug Cost Containment; Disclosure of Gifts, Description: Requires drug manufacturers to disclose value and purpose of gifts or economic benefits of $25 or more that are provided to health care professionals in promotional or marketing activities; requires director to establish pharmacy best practices and cost control program and to implement program for Medicaid and other state public assistance health benefits plans; establishes drug utilization review board; requires director to request section 1115 waiver to maximize federal participation in state drug programs.
